DANIELA PROFESSION BIFFINE
Daniela a 38 ans. Slovaque, elle est arrivée en France en 2011 et vit aujourd'hui dans un foyer d'Emmaüs à Paris. Depuis quatre ans elle a fait de la biffe son métier. Adhérente et bénévole au sein de l'association Amelior, elle aide au développement de celle-ci et vient régulièrement trier les objets dans les locaux.
Plutôt spécialisée dans la culture, puisqu'elle revend principalement des livres, des DVD et des jeux pour enfants, elle participe au marché des biffins à Montreuil, tous les mois de 7h à 17h. Le reste du temps elle chine les objets et les revend par d'autres moyens, et notamment aux bouquinistes : avec sa poussette chargée d'affaires à biffer (recycler, réemployer et/ou réutiliser), accompagnée de sa chienne Yuvé, elle passe près de 4h à arpenter Paris pour arriver jusqu'aux quais de Seine et aller à la rencontre de chacun d'entre eux. Le jour où nous passons la journée ensemble, sous le soleil, elle récoltera presque 15€.
AMELIOR, ASSOCIATION DE BIFFINS
Jusque dans les années 60-70, on pouvait croiser des chiffonniers dans les rues de Paris, mais le changement des habitudes de consommation, la grande distribution, le ramassage des ordures ont fait peu à peu disparaître les biffins. Il en existe pourtant près de 3000 à Paris. Souvent assimilés à des vendeurs à la sauvette, ces récupérateurs jouent un rôle important dans la gestion des déchets.
Biffins pour des raisons diverses (retraités, sans papier, chômeurs, bénéficiaires du RSA ou salariés pour arrondir les fins de mois etc), ces hommes et ces femmes recyclent les objets chinés dans les rues, dans les poubelles, donnés, échangés, réparés... L'activité est légale, puisque le droit au glanage existe depuis le Moyen-Age, mais leur statut n'est pas reconnu. Ni brocanteur, ni vendeur à la sauvette, ils peinent à se faire une place, souvent victimes de préjugés et de répression policière.
En 2012, des citoyens et des biffins ont décidé de créer l'association Amelior (Association des Marchés Economiques Locaux Individuels et Organisés du Recyclage) afin de défendre leur statut et mettre en place les moyens pour biffer légalement et dignement. Cela se concrétise notamment par l'organisation de marchés leur étant réservés. Ainsi l'association des biffins de la Porte Montmatre "Sauve qui peut" (parmi eux des futurs biffins d'Amelior) et le collectif de soutien aux biffins (parmi eux des futurs membres d'Amelior) ont milité a partir de 2005 et obtenu 100 places en octobre 2009, géré par l'association Aurore. Puis, en mars 2013, le premier marché autogéré d'amelior sous la halle de Croix de Chavaux à Montreuil a été mis en place, mensuellement. Il y a environ 200 places, fédérant annuellement 700 biffins adhérents, 1500 depuis 2012, date de la fondation. Un début.
Revalorisant les déchets, les biffins participent concrètement à l'écologie de la planète et diminuent l'effet « jetable » de notre société. A chaque fois qu'un produit leur est acheté, c'est un produit jeté de moins ainsi qu'un produit neuf de moins à produire. Selon le code de l'environnement (article L.541-4-3), pour qu'un déchet puisse devenir un produit, il doit satisfaire quatre critères : une utilisation courante à des fins spécifiques, une demande pour une telle substance ou une réponse à un marché, la conformité aux exigences techniques et le respect de la législation applicable aux produits, et enfin l'absence d'effets globaux nocifs pour l'environnement ou la santé humaine.
En ces temps de crise, les biffins participent ainsi à l'économie du pays, évitant des couts de propreté et de destruction de déchets, leur permettant aussi de retrouver un petit pouvoir d'achat et de la dignité. Aujourd'hui, grâce à l'acquittement pour les places des biffins adhérents sur les marché, Samuel, le président de l'association, a pu embaucher deux salariés, dans le cadre de contrats uniques d'insertion, une secrétaire comptable et un recycleur, permettant ainsi de développer un peu plus les activités.
Leur rôle mériterait d'être mis en avant, véritables acteurs de l'économie sociale et solidaire, environnementale et circulaire. Mais face aux sociétés privées implantées, qui prospèrent sur la destruction et l'incinération des déchets, il leur est difficile de se faire entendre...

DANIELA is 38 years old. Slovak, she arrived in France in 2011 and lives now in a home of Emmaüs in Paris. She?s a biffine for four years. Member and volunteer within the association Amelior, she helps in the development of the association and regularly comes to sort out objects. Rather specialized in the culture, because she resells mainly books, DVD and games for children, she participates in the market of biffins in Montreuil, every month from 7 am at 5 pm. The rest of the time she mocks objects and resells them by other ways, in particular to the secondhand booksellers: with her stroller full of stuff to recycle, accompanied by her dog Yuvé, she crosses Paris during four hours walking to arrive up to banks of the Seine and go to meet each of them. When we spend the day together, under the sun, she collected almost 15€.
AMELIOR, ASSOCIATION OF « BIFFINS »
To the 60?s/70?s, we could cross chests of drawers in the streets of Paris, but the change of consumer habits, the mass-market retailing, the refuse collection removed little by little biffins. There is nevertheless 3000 in Paris there. Often likened to street hawkers, these salvage dealers play an important role in the waste management.
Biffins for diverse reasons (retirement, people without paper, unemployed persons, beneficiaries of the RSA or employees to round off the month purposes ?), these men and these women recycle objects mocked in streets, in trash cans, given, exchanged, repaired ? Activity is legal, because the right to the gleaning exists since the Middle Ages, but their status is not recognized. Neither secondhand goods dealer, nor street hawker, they have difficulty in giving way, often victims of prejudices and police repression.
In 2012, citizens and biffins decided to create the Amelior association (Association of the Individual and organized Local Economic Markets of the Recycling) to defend their status and set up the ways to cross out legally and with dignity. It becomes a reality in particular by the organization of markets being booked for them. So a market of biffins of 100 places, for more than 700 members in the association, had been born in 2009 outside the fleas of the Door of Montmartre, and since four years, once a month they are found under the hall of Cross of Chavaux in Montreuil. The beginning.
Revaluing waste, biffins participate concretely in the ecology of the planet and decrease the "cosumption" effect of our society. Every time a product is bought from them, it is a product not thrown of as well as a new product not to produce. According to the code of the environment (article L.541-4-3), so that a waste can become a product, it has to satisfy four criteria: a common use in specific purposes, a demand for such a substance or an answer to a market, the conformity with the technical requirements and the respect for the legislation applicable to products, and finally absence of harmful global effects for the environment or the human health.
In this time of crisis, biffins participate in the economy of the country, avoiding costs of cleanliness and destruction of waste, also allowing them to find a small power of purchase and the dignity. Today, thanks to the payment for places from biffins members, Samuel, the president of the association, was able to hire two employees, an accounting secretary and a recycler, who help to develop the activities.
Their role would deserve to be put forward, real actors of the voluntary and united, environmental and circular sector. But in front of implanted private companies, which prosper on the destruction and the incineration of waste, it is difficult for them to be listened ?
